Received Recommendations from the Planning Commission for a Working Land Use Map -
Following citizen input and deliberation, the Planning Commission provided the City Council with recommendations on a working land use map at a joint meeting. A Council decision on the Working Land Use Map was scheduled for January 26th.
Began Discussion on Goals and Policies - The Council reviewed the status and background of the Comprehensive Plan Goals and Policies in preparation for the all-day strategic plan meeting held on January 28th.
Approved a Revised Emergency Operation Plan (EOP) - The EOP details roles, responsibilities and operations during a disaster. A county-wide effort of revising the county and city plans led the efforts to standardize plans. The Council approved the city’s revised plan that now will lead the city’s efforts during disasters.
Established a Community Ecology Grant Program – TheCouncil approved this grant program directed at building livable equitable, resilient and sustainable neighborhoods and communities within the city.
Developed a Comprehensive Planning Process Strategy – TheCouncil heard a presentation from staff that outlines the process of adopting the Comprehensive Plan. With unanimous approval from the Council, staff was tasked with developing the details of the strategy for final approval by the Council in early February.
Heard a Report from the City Attorney regarding Implications of Ballot Measure
3-389 – The City Attorney provided information covering the implications of the ballot measure that will be voted on the March 13, 2012 elections.
Received a Report on the Library Intergovernmental Agreement (IGA) Status – TheCouncil has been working on a revised amendment to the Clackamas County Library District’s master IGA to allow Damascus the ability to become a library city should it decide to do so in the future. A draft of the amendment will now be sent to the Library District Board for consideration.
Approved an Option for Funding of Meals on Wheels Programs – TheCouncil approved spending $3,000 to support meals on wheels programs serving the city. The City Manager was directed to administer the funds and to continue efforts promoting a non-profit organization to assume this responsibility.
Other council directed projects underway include aconcept plan for a park in the Anderegg neighborhood, and the Royer Road emergency access connection project.
